Felicity is the member of House Proctor selected to maintain Fort Proctor. She resides there with Mnemosyne, although the specific details of their relationship are unknown. They both share an affection for the residents of Shell Beach.

As a White Court Vampire of the House Proctor, she feeds on bliss. Felicity’s preferred “flavor” of bliss is langour. (Or perhaps, more specifically, the relaxing calm that comes from deep contentment paired with a lack of responsibilities and stressors.)
